The further apart the devices (or their IP addresses) are, the greater the physical distance data packets need to travel, which can increase latency. This is especially relevant in networks spanning countries or continents.

2. Network Hops: Data packets pass through various routers from one IP to another to reach their destination, a process called "hopping." Each hop introduces a bit of latency, so if the routing associated with the destination IP address involves multiple or complex hops, latency will increase. Efficient routing protocols can reduce the number of hops and thus improve latency.

3. Network Congestion: Popular IP address ranges, like those tied to specific websites or data centers, may experience high traffic, leading to congestion.
